Known as ISPM 15, it is one of the International Standards for Phytosanitary Measures under a programme implemented by the United Nations Food and Agricultural Organisation and on the 6th November 2006 it became law in the UK. ISPM 15 originated from the International Plant Protection Convention (IPPC), a multilateral treaty aiming to prevent the spread and introduction of pests of plants and plant products and to promote appropriate measures for their control. The ISPM 15 standard requires softwood and hardwood packaging to be heat treated or fumigated to kill most pests of quarantine concern prior to export. All shipments using any species of solid sawn wood packaging must manufactured from heat treated or fumigated wood, and stamped with the approved stamp by the final assembler before being sent to or crossing through a participating country. Shipments going to or through any of the listed countries after their implementation dates can be stopped at the border if they do not have the proper stamps on the unit. Under the new UK law introduced in November, the main points to be considered in producing ISPM15 compliant material are that wood packaging material should either be heated in accordance with a specific time-temperature schedule that achieves a minimum wood core temperature of 56C for a minimum of 30 minutes. Or, alternatively, the wood packaging material should be fumigated with methyl bromide at pre-specified concentrations, for a minimum exposure time of 24 hours and at a temperature of not less than 10C. Also, strict obligations are now imposed on manufacturers to ensure that they can demonstrate the integrity of their wood packaging material supply chain (process, documents, products) from source of ISPM15 compliant wood to production and marking of the finished product. A number of offences and associated penalties have been introduced for unauthorised or improper use of an ISPM15 mark. Inspectors are granted powers to enter premises used for the manufacture, collection, storage, trade, transportation or importation of wood packaging material and to carry out investigations where it is believed that approved measures have not been properly carried out on wood packaging material to which an ISPM No. 15 mark has been applied. The problem ISPM 15 addresses is that while timber, as a sustainable material, is the responsible choice environmentally, raw wood used for the packaging may not have undergone sufficient processing or treatment and can therefore become a pathway for the introduction and spread of pests. To give it its full title, the Plant Health (Wood Packaging Material Marking) (Forestry) Order 2006 (SI No. 2695) was made by the Forestry Commissioners and has Treasury consent. The key points of the new law are that: Two options for producing ISPM15 compliant material are specified.
