FEFPEB, the European Federation to which TIMCON belongs, has been active in lobbying within CEI-Bois to take action to safeguard wood supplies to al reliant sectors and to not allow biomass demand to be subsidised. TIMCON President, John Dye, explains the background: Wood and wood products are made from a unique, naturally renewable resource which bind CO2 and therefore contribute strongly to mitigating the effects of climate change. The raw material, however, also presents itself as an ideal source of bio-energy. Combined with rising energy prices, this is leading to an increase in wood demand, and since the traditional use of wood in Europe continues to expand and there is increasing demand from China and Eastern Europe as well, the competition between wood for bio-energy and for traditional industry is becoming an increasing challenge. In most European forests, inventories are showing that annual growth significantly exceeds the volume of wood harvested and therefore several stakeholders are now considering how best to mobilise additional wood resources to satisfy demand for both raw material and energy. However, this has raised questions about the impact of increased wood mobilisation. One question being how can emerging conflicts be handled without threatening sustainable forest management? CEI-Bois believes that there is a clear need for policy coherence; a requirement for including the whole supply chain in biomass strategies; and the need for comprehensive reliable data and is working hard to have these conclusions included in the forthcoming resolution Forests, wood and energy at the Ministerial Conference on the Protection of Forest in Europe (MCPFE). John Dye again: As pioneers in the development of bio-energy, the woodworking industries support its further development but cannot accept that their future supply of raw material might be jeopardised by massive support and subventions to the energy sector.
